Records and collection
From a flat’s floor area to the debtor list, following the rules in the law.
- Building and units
- Area, type and owner of every unit. Points are calculated for you: one point per m² of flats and commercial space, half a point per m² of auxiliary space. Import units from a CSV spreadsheet.
- Owners and roles
- Invite owners and the assembly chair by e-mail. Each person gets a role and sees only what belongs to them.
- Monthly charges
- Created automatically at the start of every month. Each charge stores the point value, so changing it later does not rewrite past months.
- Payments
- A payment clears the oldest debt first, and any surplus stays as credit. The system warns about a payment that looks like one already entered, and mistakes are reversed, not deleted.
- Bank statement import
- Import your e-banking statement (CSV or Excel) — you map the columns once, on the first import. Payments are matched by payment reference and suggested by payer name and amount, and every row is confirmed before it's booked; rows already booked are recognised and skipped.
- Debtors
- Based on the legal rule of three consecutive months: when the owner became a debtor and how much is owed, month by month.
- Payment reference
- Every unit has its own payment reference (e.g. 1001-7), shown to the owner in the panel, on their statement and in reminders. The manager uses it to find the unit quickly when entering a payment.
- Reminders to debtors
- Optionally, on the 10th of the month the system e-mails owners with a debt: the amount, the building’s account (IBAN) and the payment reference. At most once a month per unit; switched on in the building’s settings.
- Owner statement and debt overview
- An owner statement for a chosen period and a printable debt overview — useful as evidence once enforcement starts after three months.
Fund and report
The building’s money in one place, in a form every owner can check.
- Fund
- Opening balance, income from confirmed payments, and expenses by category and month.
- Expenses
- Lift, cleaning, electricity, repairs, insurance and more, with the contractor’s invoice attached as a PDF or image.
- Building documents
- Contracts, decisions and invoices in one place. For each document you choose whether owners can see it.
- Annual report
- Income, expenses and the fund balance, ready to print. Once you publish it, owners see it in the panel.
- CSV export
- Charges, payments, debtors, expenses, the fund and units export to CSV that opens correctly in Excel, ready for your accountant.
Assembly
From the invitation to the minutes, with a quorum that calculates itself.
- Agenda and invitations
- The first and second call go to members by e-mail. You can cancel a called assembly, and members are notified.
- Voting
- In person, electronically or by proxy.
- Quorum
- Calculated automatically for the first and second call, with an explanation of how it was reached.
- Minutes and decisions
- Close the assembly with its decisions and print the minutes. An adopted point value is applied to future charges.
- Manager’s mandate
- An e-mail reminder arrives 90 and 30 days before the mandate ends.
- Statement for electronic voting
- The manager records the date of each owner’s written statement required by law (Art. 6); votes cast without it are flagged in the vote list.
Owners
Everyone sees their own balance without calling the manager.
- Their own records, not their neighbours’
- An owner sees their own charges, payments and balance, the fund in aggregate and expenses by category. Other owners’ debts are never shown.
- Link to “Moj dom”
- The building maintenance charge arrives among the flat’s bills, next to electricity and water, with the same e-mail reminder.
- Reporting a payment
- The owner marks the bill paid in “Moj dom” and the manager confirms it. Until it is confirmed, the payment does not count toward the balance.
- Electronic voting
- Owners vote for their own unit from the panel, without attending the session.
- Notice board
- The building president or manager posts notices, can pin the important ones and attach a building document, and can e-mail them to every owner when needed — with a daily limit against misuse. Every member sees them in the panel.
- Fault reports
- An owner reports a fault with a description, location and up to five photos, with location data stripped from them. The manager moves it through received, in progress, resolved or declined with a note, and gets an e-mail for every new report; the reporter is notified when the status changes. Other owners see reports without the reporter's name.

Building management without spreadsheets and paper
Managing a residential building usually means an Excel sheet, a notebook of payments and debtors nobody counts until the assembly. Building Manager is an app for building managers that keeps it all in one place: units and points, monthly charges, payments, debtors, the fund and the annual report.
The software is the same for a professional manager running several buildings and for a manager from among the owners who runs their own. The owners’ assembly gets e-mail invitations, a quorum that calculates itself and minutes ready to print, and owners see their own balance in the panel without calling the manager.

Enter units by hand or import them from a CSV spreadsheet using the template in the panel, then invite owners and the assembly chair by e-mail.

Enter the point value and the due day. From then on, charges are created automatically every month.
Regulation
What the regulation requires
Within a year, every manager will need to know, per apartment and per month, how much is charged, how much is collected and who is three months behind — and be able to show it. A spreadsheet does not solve that once it comes to enforcement.
- A building with more than four owners must have a manager; the assembly elects them for a four-year term. 1
- The fee is calculated per m² through points: one point per m² of residential and business space, half a point per m² of auxiliary space. The assembly sets the point value, which today cannot be less than €0.20. 2
- The building must have a joint account, records and an annual report that all owners have the right to inspect. 3
- If an owner fails to pay for three consecutive months, the manager is required to start enforcement proceedings. 4
- The assembly can decide if more than half of the members are present; if there is still no quorum after a second call, a majority of those present decides. 5

Frequently asked questions
Can an owner see other owners’ debts?
No. The owner sees their own status and the fund’s overall status, which they have a right to. The manager sees debts by name.
Is money collected through you?
No. Payments go to the building’s joint account as before; we keep the records.
How do I run an owners’ assembly in the app?
Enter the agenda, and the first and second call go to members by e-mail. Voting is in person, electronic or by proxy, and the quorum is calculated automatically. You close the assembly with its decisions and print the minutes; if a new point value is adopted, it applies to future charges.
Is electronic voting legally valid?
The law in force allows voting electronically. The system records who voted, when and how, and produces minutes. It also records the date of each owner’s written statement consenting to electronic voting; the statement itself is kept by the manager, as the law requires, and votes cast without it are flagged in the vote list.
We have two entrances — is that one building or two?
For now each entrance is kept separately, because that is usually how billing works too.
How do I get access?
DreamEstate switches access on for each manager individually. Write to [email protected]; once access is on, you add your building yourself in the panel. Owners and the assembly chair you invite get access automatically.
Can I manage more than one building?
Yes. You manage several buildings under one account, each with its own units, charges, fund and assembly.
Is it for professional managers or for a manager from among the owners?
Both. Each manager has their own account. A manager from among the owners runs their own building, while a professional manager runs several buildings under the same account, each with its own units, fund and assembly.
What does an owner see?
Their own charges, payments and balance, the fund in aggregate, expenses by category, documents you have marked for owners and the published annual report. They vote electronically for their unit. They never see other owners’ debts.
What does building management mean under the law in Montenegro?
Under the Law on the Maintenance of Residential Buildings in force, a building with more than four owners must have a manager, elected by the assembly for four years. The building must have a joint account, records and an annual report, the fee is calculated in points, and if an owner fails to pay for three consecutive months the manager starts enforcement.
