Legalization and New Legal Changes 2025/2026
The new Legalization Law adopted in August 2025 introduced a clear boundary from past practice: properties without valid building permits cannot be sold until legalized - transfer restrictions are registered in cadastral records - buildings not recorded on official satellite and aerophotogrammetric images cannot be legalized or included in legal transactions.
Owners of illegal structures have six months from August 14, 2025, to submit a legalization request and register the structure in the cadastre. This means the deadline is February 14, 2026. After this date, structures without registration will not be able to be legalized, notarial transactions (sale, lease) will not be possible, and inspection can issue demolition orders.
Legalization Costs
- ✓ Urban rehabilitation fee is divided between local government (80%) and state budget (20%). The fee amount depends on planning documents, zone, land infrastructure level, as well as structure type and purpose
